PROBLEM TO BE SOLVED: To provide a cleaning device with a configuration which can prevent reattachment of toner to an image carrier, as well as, removal of a nonpolar toner. SOLUTION: The cleaning device 6 is used for removing the residual toner on the image carrier 1, after transferring and is provided with a plurality of brush rollers 6A, 6B, which can be brought into contact with the image carrier 1, along the moving direction of the image carrier 1. One of the plurality of brush rollers 6A is provided with brush fibers with a conductive agent exposed to the surface. The another brush roller 6B is provided with brush fibers on which the conductive agent is not exposed on the surface but dispersed in the inside, wherein the oblique brush fibers are provided obliquely in the another brush roller so that tip portions thereof are curled on the image carrier, in a direction in which the image carrier is moved.
