PROBLEM TO BE SOLVED: To easily create a manufactured product program operated in a batch plant control system.SOLUTION: A program designing device 100 for supporting creation of a product manufacturing program executed in a batch plant control system in which a product manufacturing facility is divided into units and a manufacturing procedure at each unit has a hierarchical structure of a middle step and a small step includes a template storage part 110 for a template where the procedure of small steps constituting the middle step is defined for each middle step, a middle step flow definition part 120 for receiving the definition of a middle step flow indicating the procedure of middle steps for each unit for each manufacturing method, a linkage definition part 130 for receiving designation of the cooperative operation of middle step units and further receiving designation of the cooperative operation of small step units, and a product manufacturing program creation part 140 for developing the middle step flow in the small step flow by referring to the template and creating a product manufacturing program based on the designated cooperative operation of small step units.SELECTED DRAWING: Figure 1
