PROBLEM TO BE SOLVED: To realize a technique that provides a user with a second opinion including the introduction of a doctor.SOLUTION: A request acceptance unit 51 accepts request information from a user terminal 2 that includes prescribed medical information, a question regarding the medical information, and whether or not there is a wish for the introduction of a doctor regarding the medical information. An answer supply unit 52 accepts answer information regarding the request information from each of doctor terminals 3-1 to 3-N, and supplies it to the user terminal 2. A recognition unit 53 recognizes what is selected as a best answer by the user among the answer information from each of the doctor terminals 3-1 to 3-N.
