<p><P>PROBLEM TO BE SOLVED: To provide an exhaust emission control device for an internal combustion engine suppressing electricity consumption, and certainly removing particulate matter with high efficiency. <P>SOLUTION: This exhaust emission control device for the internal combustion engine has a soot amount estimating means for estimating a Soot amount in exhaust based on the operation condition of the engine and an electric power control means for setting electric power applied to a plasma processing apparatus based on the output of the soot amount estimating means.
