PROBLEM TO BE SOLVED: To provide a manufacturing device and method for an electrostatic charge image development toner which can uniformly wash the surface of a toner particle.

SOLUTION: The manufacturing device for an electrostatic charge image development toner comprises a separation part for separating a mixed liquid of toner particles and liquid into the toner particles and the liquid, and a discharge part for discharging the separated liquid. A pressure variable means for varying the discharge pressure of the separated liquid is installed in the discharge part.
