<p><P>PROBLEM TO BE SOLVED: To provide a cooling apparatus for an electronic device that can exhibit efficient cooling, and to provide an information processing system. <P>SOLUTION: The cooling apparatus for an electronic device is provided with a box 21 wherein a first vent hole 21a and a second vent hole 21b are provided, a substrate 22 provided within the box 21, a connector 23 that is provided on the outer side face of the box 21 and is used to connect a circuit 31 on the substrate 22 to other circuits, a fan 24a provided within the box 21, a clutch 29 provided outside the box 21, and a clutch shaft 27. The box 21 is provided with a through hole. The through hole penetrates the box 21 from the inside to the outside, and are open to the outer side face.
