The present specification relates to a method for transmitting and receiving uplink data (UL data) in a wireless communication system, the method executed by a base station comprising the steps of: transmitting an uplink grant (UL grant) to a first terminal; transmitting a fast uplink grant (fast UL grant) related to emergency message transmission to at least one of the first terminal or a second terminal; and receiving the emergency message from the second terminal through a UL resource assigned by the fast UL grant, wherein the UL resource assigned by the fast UL grant is a resource in which a resource assigned to the first terminal by the UL grant is withdrawn.
