PROBLEM TO BE SOLVED: To provide an air sac for a safety tire wherein rigidity is improved by optimizing a joint of a reinforcement layer, and the safety tire having the air sac. SOLUTION: The air sac 1 for the safety tire comprises an air impermeable tube layer 2, and the reinforcing layer 5 in which a ring-shaped sheet composed of composite material of coating rubber 3 and skeleton material 4 is formed in a circular tube shape, for closely surrounding the tube layer 2. The reinforcing layer 5 has the joint 9 formed by overlapping both ends 7 and 8 of the ring-shaped sheet along a peripheral direction and joining those ends to each other. In the joint 9, the skeleton material 4 of one end 7 of the ring-shaped sheet is surface-jointed to the skeleton material 4 of the other end 8.
