An idle screen service supply system in a mobile communication network and a method are provided to edit an idle screen according to a terminal user taste, thereby configuring the idle screen according to the user taste as providing various types of personalized idle screens. An idle screen supply server(50) provides a function of editing an idle screen according to an idle screen service subscriber taste, and converts the edited idle screen into a script file to match the converted file with the subscriber identity information, then stores the matched information. A mobile communication terminal(10) sends a registration message, and provides an idle screen in accordance with a script file if the script file for the idle screen is included in a registration success message. If the registration message is transmitted, a presence server(30) notifies an HSS(Home Subscriber Server)(40) that the server(30) itself is a session control server of the terminal(10), demands the script file if the terminal(10) is registered in an idle screen service, and transmits the script file to the terminal(10) by including the file in the registration success message.
