<p><P>PROBLEM TO BE SOLVED: To provide a structure that efficiently performs measurement work of various performance, can obtain a reliable measurement value, and prevents an insulated layer 6 from being damaged following the measurement work. <P>SOLUTION: An outer ring 3 whose outer peripheral surface and axial both end surfaces are covered with the insulated layer 6 is held by electrodes 16, 20 and 27 on the downside, upside and outer diameter side. Voltage is applied via the insulated layer 6 between the electrodes 16, 20 and 27 and the outer ring 3. The electrode 27 on the outer diameter side, of the electrodes 16, 20 and 27, has a cylindrical shape, and the inner diameter is expanded and contracted by an expanding/contracting mechanism 24. When an insulated rolling bearing 9 is detached and attached to the testing device, the insulated layer 6 does not strongly rub against the partner surface.
