PROBLEM TO BE SOLVED: To provide a monitoring camera system for acquiring clear video images by switching a camera to control by an electronic multiplication function or control by an electronic sensitization function on the basis of the movement amount of an object even under low illuminance. SOLUTION: The system includes: an infrared ray camera provided with a movement amount calculation part 21 for calculating the movement amount of the object from thermal images; an illuminance decision part 12 provided with the electronic multiplication function and the electronic sensitization function, for deciding the illuminance of the object on the basis of the luminance level of a CCD 11; and a control part 13 for switching the control by the electronic multiplication function and the electronic sensitization function on the basis of calculated results input from the movement amount calculation part 21 and decision results input from the illuminance judgement part 12.
