<p><P>PROBLEM TO BE SOLVED: To provide a data setting device, and a data setting method capable of effectively utilizing information other than data in setting of data. <P>SOLUTION: A receiving means is provided for receiving input of data to be set in a field apparatus, and input of a key corresponding to the field apparatus. A judging means is provided for judging whether or not a key having been received input is proper. A data setting means is provided for setting the data in the field apparatus only when the key having been received input has been judged to be proper by the judging means. By the data setting device, since data is set in the field apparatus only when it is judged that an inputted key is proper, access to data of respective field apparatuses can be properly limited per each field apparatus.
