PROBLEM TO BE SOLVED: To provide a rotation angle detection device and a rotation angle detection method which can simply and quickly detect inclination of objects such as person's face from reference posture, in other words a rotation angle of an object image in an image plane. SOLUTION: This device and method includes a frequency-conversion means 201 to acquire periodic functions (sine function and cosine function) concerning change of a luminance level which is detected by scanning the object in a predetermined route R, and a rotation angle conversion means 204 which detects a rotation angle with respect to a reference posture of the object based on a phase acquired from ratio of power spectrum of the periodic function obtained by the frequency conversion means 201.
