PROBLEM TO BE SOLVED: To solve the following problem: in conventional form processing, only a form registered in advance by using form recognition can be read, so that an unregistered form cannot automatically be extracted even when information to be read is written in the form, or information to be delivered to processing, which has been determined for every form, cannot automatically be extracted even when characters on the form are simply read. SOLUTION: A form processor has: a first form reading means for extracting layout information on a form, specifying patterns having an identical layout from a plurality of form patterns registered in advance, and reading a written content in the form by using a template set every form pattern beforehand; and a second form reading means for reading characters in the form, specifying the kind of forms by using read words and the like, and reading a written content predetermined in accordance with the kinds of forms.
