PROBLEM TO BE SOLVED: To provide a headlight device capable of adjusting the amount of light and advancing direction of the light emitted by a flasher bulb without processing the inner face of a flasher lens, and a vehicle having the headlight device. SOLUTION: The headlight unit 110 includes flasher bulbs 230L, 230R which blink at prescribed intervals and flasher lens parts 122L, 122R. Louvers 160L, 160R which demarcate the flasher lens parts 122L, 122R are provided on the headlight unit 110.
