A cell penetrating fusion protein Tat-ref-1, a gene coding the fusion protein Tat-ref-1, an expression vector containing the gene, the transformed E. coli, and a pharmaceutical composition containing the fusion protein Tat-ref-1 are provided to obtain a composition for treating the inflammation disease. A cell penetrating fusion protein Tat-ref-1 is the fusion protein that the human oxidation reduction factor-1 protein is fused with the protein transduction domain of the Tat protein, and is represented by the sequence number 1. Preferably the gene coding the fusion protein Tat-ref-1 is represented by the sequence number 4. The E. coli transformed by the expression vector containing the gent is deposited (deposition number KCTC-11139BP).
