In the case of waste oil starting from heavy oil, production of by-product heavy oil can be an objective of a commercial operation, with respect to a thermal decomposition reaction. Refined oil obtained from the present invention is obtained by refining heavy oil having water content less than or equal to 12 wt% which is not used for a raw material for producing low-level olefin such as ethylene or the like, and in the case of supplying the heavy oil as a raw material for producing the low-level olefin, yield and coking properties of the olefin are satisfactory during a thermal decomposition and industrial production is capable. According to the present invention, when content of impurity from distillate obtained from a simple distillation separation of crude oil, or the like is low, or the impurity content can be reduced with a simple refinement, the crude oil as a starting material is separated to the distillate and residue, atmospheric distillation residue and vacuum distillation residue, which are the residue, are processed with a solvent extraction and hydrogenation refinement to be refined oil, and the refined oil is mixed with at least a part of oil which is obtained by performing hydrogenation refinement on the distillate to obtain refined oil. In this case, if a solvent extraction process and a hydrogenation refinement process satisfy a standard of increase of hydrogen content of the present invention, by mixing distillate having low impurity content, an entire impurity concentration can be reduced and especially a supply amount of the refined oil can be increased. When the heavy oil is supplied as raw material oil for producing low-level olefin, the coking properties and generation of pollution are dynamically reduced, with respect to the thermal decomposition reaction, whereby commercial production is capable. |
