SOLUTION: In the biological information utilizing system, an operation agency device 300 for utilizing the biological information of a plurality of measured subjects comprises an attribute information database 306 for associating and holding attribute information including a first attribute of each subject and identification information for identifying each subject, a point imparting condition creation section 322 for creating a point imparting condition where the subject group belonging to the first attribute is motivated for measurement more than the case that the point imparting condition given as a motivation of measurement of biological information of each subject is in an initial state. Further, The operation agency device 300 also comprises a point imparting condition transmitting part 324 for transmitting the point imparting condition created by the point imparting condition creation section 322 to a device used by each subject.
