PROBLEM TO BE SOLVED: To provide a process and a device for formulating and manufacturing lipid vesicles, particularly a lipid vesicle used to enclose a curative drug such as a nucleic acid.SOLUTION: By supplying a buffer solution to a first reservoir and a lipid solution to a second reservoir, the lipid solution is continuously diluted with the buffer solution in a mixing chamber to generate the liposome. It is desirable that the lipid solution contains a lower level of an organic solvent such as alkanol. The invention can be used to form the lipid vesicle that contains an enclosed plasmid DNA or a small molecule agent. In one example, the lipid vesicle can be prepared promptly at low pressure, and this approach is completely scalable. In a certain preferable example, this process does not include a static mixer nor an exclusive extrusion device.SELECTED DRAWING: None
