Provided are a method and device for establishing an MPTCP sub-stream, which are used for solving the problem existing in the prior art that when an MPTCP terminal initiates a sub-stream establishment request to the same destination address + port number again in the case where the establishment of an MPTCP sub-stream fails, the MPTCP sub-stream cannot be established successfully, thus resulting in the situation that the MPTCP terminal can no longer make full use of multipath functions of an MPTCP. The method comprises: a first terminal sending a first sub-stream establishment request, the first sub-stream establishment request being used for indicating the establishment of a new MPTCP sub-stream; the first terminal receiving a sub-stream establishment refusal response, the sub-stream establishment refusal response carrying a reason why the new MPTCP sub-stream is not allowed to be established; the first terminal sending a second sub-stream establishment request according to the reason and a pre-set strategy, the second sub-stream establishment request being used for indicating the establishment of a new MPTCP sub-stream.
