PROBLEM TO BE SOLVED: To quantitatively evaluate fluctuations in a voice specific to a speaker. SOLUTION: An evaluating device for fluctuations in a voice has: a parameter extraction section 102 which extracts a pitch distribution showing the relationship between a pitch and the quantity of variation in pitch as a voice feature parameter from input speech data; and a matching section 104 which calculates the similarity between the pitch distribution and reference data registered beforehand to be compared.
