PROBLEM TO BE SOLVED: To provide an information collection controller for reducing the number of times of the acquisition of information by an information processor and information collection by a service providing system while equally holding the operation of each service.

SOLUTION: The information collection controller 10 includes an execution condition sufficiency evaluation value deriving part 11 for deriving an evaluation value based on probability by which service execution conditions are satisfied according to information collected by one or more information acquisition devices to be used by service execution conditions and an information collection control part 12 for transmitting the collection instruction of information to the information acquisition device at a time when probability by which the service execution conditions are satisfied is high based on the evaluation value.
