PROBLEM TO BE SOLVED: To provide an organic EL panel capable of suppressing occurrence of a dark spot of the organic EL element due to invasion of water from the outside even in the case it is used in a severe environment. SOLUTION: The organic EL panel 1 has a supporting substrate 2 and the organic EL element 11 in which an organic layer 5 which is formed on the supporting substrate 2 and which has at least a light emitting layer is formed between a pair of electrodes (first and second electrodes) 3, 6. This has a sealing member 7 arranged and installed on the supporting substrate 2 so as to oppose to the organic EL element 11. This has a first adhesive member 8 of low water permeability arranged and installed between the supporting substrate 2 and the sealing member 7 so as to surround the organic EL element 11, and a second adhesive member 9 of higher adhesiveness than that of the first adhesive member 8 arranged and installed at more outside than the first adhesive member 8 is between the supporting substrate 2 and the sealing member 7.
