PROBLEM TO BE SOLVED: To provide a method and an apparatus for forming a gas hydrate, achieving the formation of the gas hydrate by mixing a liquefied natural gas with raw material water. SOLUTION: The method for forming the gas hydrate comprises spraying the liquefied raw material gas (a) and the raw material water (w) into a generating vessel 1, aggressively mixing the liquefied raw material gas (a) and the raw material water (w) atomized by the spraying by a stirrer 30, and removing the heat of reaction by feeding a cooling medium cooled by utilizing the liquefied raw material gas (a) to a cooling jacket 11 installed in the generating vessel 1.
