PROBLEM TO BE SOLVED: To provide an apparatus for producing gas hydrate by introducing a raw material gas into a gyrating flow of water as a reaction solution with a rotational velocity component in the same direction as the rotation of the gyrating flow, thereby keeping the gas in the gyrating water for a longer time to improve the gas/liquid contact efficiency and increase the production efficiency of gas hydrate. SOLUTION: The apparatus is provided with a reaction vessel 1, a raw material gas supplying means 4 to supply a raw material gas 6 in the form of bubbles into water in the reaction vessel, and a gyrating flow generating means 3 to generate gyrating flow of the water. The gyrating flow generation means is provided with a rotary shaft 10 and rotary blades 11 attached to the rotary shaft, and the rotary blades positioned under the water level in the reaction vessel are rotated to generate gyrating flow of water in the reaction vessel. The raw material gas supplying means has a gas releasing member 12 having gas releasing holes, and the gas releasing member releases the gas while rotating in the direction same as the direction of the gyrating flow formed by the gyrating flow generation means.
