PROBLEM TO BE SOLVED: To update map data of area unit rapidly and without creating discrepancies between adjacent non-updated areas after the update. SOLUTION: When map data are updated, the area to be updated is designated and, with the designation as an trigger, update time of the partial update area of a terminal is acquired, the mesh ID on the outer peripheral boundary of the partial update area is obtained, and the difference update data ID of updated difference update data are acquired from the terminal. Based on these pieces of information, the partial update data and difference update data required for updating the specified area of the terminal are selected to be reflected to the map data of the terminal. When update is performed by using the partial update data and the difference update data, the update time of the partial update area ID is re-written, and the difference update data ID are registered in difference update managing data.
