PROBLEM TO BE SOLVED: To realize positioning having higher accuracy in consideration of a positioning error in a multipath environment. SOLUTION: Satellite combinations which are combinations of four correction satellites are extracted based on a captured GPS signal, and each present position when using each satellite combination is measured relative to each satellite combination. A satellite combination determined to be the most suitable combination among the extracted satellite combinations is selected as a selected combination, and a measurement result in the selected combination is output to a map matching processing part. Then, a satellite combination having a measurement result most similar to a map matching result is determined as the most suitable combination of this time based on each measurement result in the extracted satellite combinations and position information which is the map matching result input from the map matching processing part.
