Provided are a service authority determination method and device. The method comprises: receiving a webpage (Web) application identifier sent by access equipment; and sending the Web application identifier to an application server (AS), so that according to a service authority policy corresponding to the Web application identifier and service subscription data of a user equipment (UE), the AS determines a service authority of the UE. The service authority determination method provided in the embodiments of the present invention is used for solving the technical problem in the prior art that fine service authority control cannot be conducted on an IMS network to which an IMS user accesses from different third-party Web applications.
