Disclosed in an embodiment of the present invention is a radio network controller (RNC) for reducing a signaling interaction between a user equipment (UE) and a network side, improving a utilization rate of a network resource and speeding up a state transition rate of the UE. The RNC comprises a first transmission module and a second transmission module. The first transmission module is used to transmit instruction information of the UE to a base station, the instruction information being used to instruct the base station to transmit a paging indicator channel (PICH) to the UE at a paging opportunity, wherein the UE is in any one of a UTRAN registration area paging channel (URA_PCH) state, a cell paging channel (CELL_PCH) state or an idle state, and the UE has no dedicated high-speed downlink shared channel radio network temporary identifier (H-RNTI). The second transmission module is used to transmit the downlink data packet to the UE, and the downlink data packet is a data packet of a dedicated control channel (DCCH) or a dedicated traffic channel (DTCH) acquired by the RNC from a logical channel, and comprises identifier information of the UE. |
