PROBLEM TO BE SOLVED: To provide a water-in-oil type emulsion cosmetic that has both whitening effect and UV protection effect and has high stability over time, although there is a problem that ascorbic acid-2-phosphate is known as a component having high whitening effect, and on the other hand, the water-in-oil type emulsion cosmetic containing ascorbic acid-2-phosphate destabilizes with time due to an ultraviolet scattering agent.SOLUTION: The water-in-oil emulsion cosmetic contains the following components: (A) an ascorbic acid-2-phosphate; and (B) a hydrophobized silica-coated titanium oxide; and has both whitening effect and UV protection effect.SELECTED DRAWING: None
