PROBLEM TO BE SOLVED: To utilize a joystick connected to a video image monitoring system effectively. SOLUTION: The video image monitoring system comprises: a camera 10 connected to a network N; an HDD 23 for recording a video image captured by the camera 10 via the network N; a monitor 30 for displaying the video image captured by the camera 10; a control means for controlling the display of the video image onto the monitor 30; and a joystick controller 25 for changing the operation of the joystick 40 according to a control mode in the control means. While control is being made to the control mode of the camera 10 by the control means, the joystick 40 sets the video image capture operation of the camera 10 controllably. While control is made to a function setting mode by the control means, the joystick 40 sets the operation of a pointer displayed on the monitor 30 or list selection operation controllably.
