PROBLEM TO BE SOLVED: To achieve high accuracy platemaking, printing of vivid visibility and readiness of treatment without involving generation of wrinkles at the time of platemaking and irrespective of the thickness of stencil printing base paper. SOLUTION: The platemaking method of the stencil printing base paper for winding the stencil printing base paper 11 in a roll shape to hold it in a base paper storage means and platemaking the stencil printing base paper 11 to be fed out from the base paper storage means comprises an image printing step of printing a thermoplastic resin film of the stencil printing base paper 11 with a platemaking image based on image information with printing paint 14 by an inkjet printing unit 15, and a flash platemaking step of irradiating the stencil printing base sheet 11 printed with the platemaking image with the flash light from a light source 16 to flash platemake the stencil printing base paper 11 by melting the thermoplastic resin film by the heat generated upon receiving of the flash light at a print paint 14 for forming the platemaking image.
