PROBLEM TO BE SOLVED: To efficiently measure a clearance between shrouds when rotating a turbine. SOLUTION: This clearance measuring device 40 comprises an optical sensor 46 arranged on the respective blade tips of a plurality of turbine blades 14 implanted in the peripheral direction of a turbine rotor 12 and receiving and converting the reflected light into an electric signal by emitting the light toward the shrouds 16 from the outside in the radial direction of the turbine blades 14 for measuring an adjacent clearance of the shrouds 16 capable of mutually contacting between the adjacent blades in response to rotation of the turbine when rotating the turbine, and an arithmetic operation device 48 for arithmetically operating the adjacent clearance of the shrouds based on the time ratio of a received partΔt<SB>h</SB>and an unreceiving partΔt<SB>1</SB>of the reflected light from the shrouds 16 of this electric signal (a waveform 52) and a dimension L in the peripheral direction of the shrouds 16.
