PROBLEM TO BE SOLVED: To provide a color measurement device, color measurement method, and program capable of measuring the color of a region even on a printed matter whose color changes.SOLUTION: The color measurement device includes: an acquisition unit 21 for acquiring an image obtained by reading a printed matter; a calculation unit 22 for calculating the flatness of each of unit areas constituting the image; a display control unit 23 for displaying the image on a display unit 24; a reception unit 26 for receiving an input for specifying an optional position on the image displayed on the display unit 24; a setting unit 27 for setting a color measurement object area on the basis of the optional position and flatness; and a color measurement unit 28 for measuring the color of the color measurement object area.
