PROBLEM TO BE SOLVED: To provide a separate stopper rubber capable of forming both end locking parts in a cylindrical shape, while solving a problem with moldability and installation performance; and a cylindrical mount having the separate stopper rubber. SOLUTION: A first locking part 19b constituting the separate stopper rubber 19 is molded in the same plate shape as a separate stopper rubber body 19a. This first locking part 19b is a hole penetrating in the normal direction of a plate, and the peripheral length of the hole inner periphery is set to the peripheral length or less of an outer peripheral surface on one end of an inner cylinder member, and an elongate hole becoming the longitudinal direction in the first direction in the plate shape is formed. The first locking part 19b is locked on one end of the inner cylinder member 11 in a state of deforming the elongate hole, by being bent and deformed to the separate stopper rubber body 19a, after being inserted into a boring hole 22 from the other end side of the inner cylinder member 11.
