The purpose of the present invention is to provide a processing device which contributes to efficacious use of processing resources which are unused as a result of uneven communication processing distribution, temporally as well as spatially. Provided is a processing device which allocates processing resources to, and causes the execution of, communication processes and application processes, said processing device comprising a processor which causes the execution of: a scheduling process which makes a priority allocation to the communication processes of communication process resources which are at least a portion of the processing resources; and a billing process which bills a user according to the usage of the processing resources which are used for the application processes. The application processes include non-priority application processes. When the load on the communication process resources does not reach a prescribed threshold, it is possible for the scheduling process to allocate the communication process resources to the non-priority application processes. The billing process bills for the non-priority application processes at an inexpensive communication process resource usage rate. |
