A soundproof wall for a prefabricated panel is provided to insulate noise and heat efficiently by using expanded polystyrene and a rubber soundproof plate, to minimize injury by restricting a fire with fireproof material, and to cut down the construction cost by reducing the weight of the wall. A soundproof wall includes outer wall layers(10a,10b), and an inner wall layer. The outer wall layers are formed at both ends of the soundproof wall, and made of a compressed natural pulp fiber sheet. The inner wall layer has expanded polystyrene layers(20a,20b), and a soundproof plate(30) formed in the core of the inner wall layer. The sheet of the outer wall layer is formed by pressing and bonding natural pulp fiber layers made of kenaf with fireproof adhesive. The expanded polystyrene is formed by adding a fire retardant, and the soundproof plate is formed by mixing rubber with acrylic resin and bonding the mixture with heat.
