PROBLEM TO BE SOLVED: To provide a charging device which provides reduced non-uniform charging performance and to provide an image forming apparatus having the charging device to form satisfactory images. SOLUTION: The charging device includes: a corona wire that extends in a direction crossing a predetermined discharging direction and causes corona discharge; a shield that surrounds this corona wire except the discharging direction and extends in a direction crossing the predetermined discharging direction apart from the corona wire; and a cleaning member that has surface structure in which conical or truncated conical projections are arranged in a predetermined direction, and that has a surface in contact with the corona wire while the predetermined direction tilts relative to the corona wire, and that moves along the corona wire, thereby removing a matter sticking to the corona wire.
