PROBLEM TO BE SOLVED: To improve the work efficiency and operability in removing the jammed state and to enable a user to prevent him/her from forgetting unlocking of an operation lever. SOLUTION: This paper handling device for conveying a bundle of paper prepared by bundling a plurality of paper sheets is provided with a clamp movable mechanism 80 having a lower arm 801a and an upper arm 801b to fix and convey the bundle of paper. The clamp movable mechanism 80 has a clamp opening and closing driving part 881 for driving the upper arm 801b. The clamp opening and closing driving part 881 is provided with cams 87a, 87b, and each of them has a predetermined curved shape section for maintaining a scope of usual operation for moving the upper arm 801b up to a predetermined position relative to the lower arm 801a to untie the bundle 3" of paper and a U-shape section being continuous with the predetermined curved shape section to maintain a clamp opening locked position so that a state opening the upper arm 801b can be locked owing to this configuration.
