PROBLEM TO BE SOLVED: To provide an optical service channel for adding and subtracting a wavelength or wavelengths (channels) on-line (while in service).

SOLUTION: There are provided a means for wavelength-multiplexing a plurality of optical signals having different wavelengths; a means for outputting a frame signal for supervisory and control by imposing information regarding an addition or subtraction of an optical signal to be wavelength-multiplexed on a prescribed time slot of a frame signal that is composed of a plurality of time slots; and a means for transmitting the optical signal for monitor/control being an optical signal having a wavelength different from the wavelengths of the multiplexed optical signals.
