<P>PROBLEM TO BE SOLVED: To perform content quality selecting (determining) processing, transmission quality reserving processing, and charging processing in concert, on the basis of information related to the substance of a content given from a user and the quality of the content. <P>SOLUTION: When the content is transmitted from a content transmitting device 4 for requesting the charging of the content to a content request source in a transmission quality reservable communication network, controllers 2, 3 with the content substance and quality designated therein request the transmission of the content to the content transmitting device 4, on the basis of the substance and quality of the content, and also determine the transmission quality of the transmission path between the controllers 2, 3 and the content transmitting device 4.
