PROBLEM TO BE SOLVED: To provide a throttle device which has a small number of assembled components to achieve simplification of its structure and enables easy manufacturing of a throttle device that can be used with various engines, and to provide a manufacturing apparatus of the throttle device and a manufacturing method for the throttle device.SOLUTION: A throttle device includes: a throttle body 14 in which an intake passage 22 communicating with an intake port of an engine is formed; a throttle shaft 12 crossing the intake passage 22; a throttle valve 20 which is attached to the throttle shaft 12 and rotates around the throttle shaft 12 to open and close the intake passage 22; and a through hole 26 provided in the throttle valve 20 and forming an idle air passage 24 when the throttle valve 20 closes the intake passage 22.SELECTED DRAWING: Figure 1
