PROBLEM TO BE SOLVED: To precisely adjust opening, and facilitate flow control. SOLUTION: Two housing members 11, 12 and a rotary valve body 13 sandwiched by these two housing members are included. Distribution holes 21, 22 passing through the housing members are provided on the two housing members. A valve hole 42 for varying the opening of the distribution hole from minimum to maximum depending on a rotation angle position is provided on a rotary valve element. The rotary valve element includes an outer circumference surface, of which at least a part forms an arc shape, projecting to an outer side of a radius direction from the two housing members, and a motor 14 for contacting with an outer circumference surface of the rotary valve element, and rotating and driving the rotary valve element is mounted on the housing member.
