PROBLEM TO BE SOLVED: To provide a touch roll for manufacturing an optical film showing excellent uniformity of retardation by preventing a contact of a cast roll with the end of the touch roll, clamping and pressing an extruded film-like molten substance under uniform pressure, and to provide a manufacturing device for the optical film and a manufacturing method for the optical film. SOLUTION: In the manufacturing method, the extruded film-like molten substance is clamped and pressed by using the touch roll 4 which has a roll main body 43 and a rotary shaft rotating the roll main body, the roll main body 43 comprising a clamping and pressing part for clamping and pressing the thin portion of the molten substance, and a non-clamping and pressing part located at both ends of the clamping and pressing part not to clamp and press the molten substance, while letting the thick portion of the end part escape.
