PROBLEM TO BE SOLVED: To obtain an output voltage which is further lower with respect to the same conduction rate by using a relatively simple circuit. SOLUTION: In this voltage step-down DC-DC converter, E<SB>1</SB>is a DC power source, and when switch elements S<SB>1</SB>, S<SB>2</SB>are simultaneously turned on, capacitors C<SB>1</SB>, C<SB>2</SB>output voltages to an output side (E<SB>0</SB>side) in a state of being connected in parallel with each other. When the switch elements S<SB>1</SB>, S<SB>2</SB>are simultaneously turned off, the capacitors C<SB>1</SB>, C<SB>2</SB>are charged by the power source E<SB>1</SB>in a state of being connected in series to each other. That is, the charging of the capacitors is conducted in the state of series connection, and discharging is conducted in the state of parallel connection. By repeating this operation, a voltage can be converted into a voltage lower than that of a normal voltage step-down converter with respect to the same conduction rate.
