PROBLEM TO BE SOLVED: To provide novel image providing technology for enabling a user to easily browse the latest video image at an optional desired point.

SOLUTION: Pieces of positional information of the respective terminals are collected and registered in a positional information storage means. At this state, when a certain terminal specifies retrieval information for specifying a photographed place of an image of a browse request and issues the browse request of the image, meta data are retrieved by retrieving the meta data storage means using the retrieval information as a key, the image indicated by the retrieval information accumulated in an image information accumulation means is acquired based on its retrieval results and transmitted to a terminal at a browsing request issuing source. Then, a terminal which photographs the image of the photographic place is specified, photography of the image is requested by retrieving a positional information storage means using information about the photographic place specified from the retrieval information as a key and the photographed image returned in response to request is transmitted to a terminal at the browse request issuing source as the latest image the browse of which is requested.
