PROBLEM TO BE SOLVED: To provide electrolytic water for alkali cleaning, which does not incur a risk of corroding iron, aluminum or an aluminum alloy regardless of its kind even when these metals are cleaned, can absorb the heat of dissolution to be generated when an electrolyte is dissolved, dispenses with the addition of a chelating agent and the installation of a water softener, can reduce the amount of scale to be stuck to a pipeline or parts and can prevent the increase of evaporation residues and to provide a method and an apparatus for producing the electrolytic water for alkali cleaning. SOLUTION: This electrolytic water for alkali cleaning is produced by adding sodium metasilicate or sodium orthosilicate to raw water as the electrolyte to obtain an aqueous solution and electrolyzing the obtained aqueous solution in a diaphragm electrolytic cell 1. The electric conductivity of the aqueous solution obtained by adding the electrolyte to raw water is adjusted to 20-80 mS/m and the electric quantity flowing between electrodes 3, 4 of the electrolytic cell 1 is adjusted to 0.04-0.3 C/ml.
