<P>PROBLEM TO BE SOLVED: To provide a retardation plate that, for example, can be manufactured through simple processes and can perform optical compensation while reducing haze. <P>SOLUTION: An inorganic film 205 extends from a protrusion 202b along a deposition direction D of an inorganic material and has columnar parts 205a that overlap recesses 202a. In the retardation plate 210, the inorganic film 205 is formed while a gap between the columnar parts 205a deposited from the protrusions 202b adjacent to each other, that is, the space formed on the recesses 202a are secured.
