PROBLEM TO BE SOLVED: To provide an entrance and exit management system and an entrance and exit management method with which it is possible to secure the reliability of an entrance and exit permission process and suppress the occurrence of entrance and exit congestion in the vicinity of a gate.SOLUTION: First wireless communication means 3 transmits a first tag-specific information received, at a first point of time by short-distance wireless, from each of at least one wireless discriminator included a first wireless discriminator group, the first tag-specific information being unique to each of the wireless discriminators. Second wireless communication means 4 set near a gate device 6 transmits a second tag-specific information received, after the first point of time by short-distance wireless, from each of at least one wireless discriminator included a second wireless discriminator group, the second tag-specific information being unique to each of the wireless discriminators. Management means 5 outputs prescribed control information when every one of the received second tag-specific information matches every one of the first tag-specific information.
