PROBLEM TO BE SOLVED: To prevent gritty touch and the unintended unevenness of absorbing characteristics when using tow (fiber bundle). SOLUTION: This absorber is manufactured by using: a carrying line for carrying a fiber assembly 10 composed of the tow constituted of fibers; a polymer scattering and imparting means 11 for imparting a high absorbing polymer to the fiber assembly 10 on the carrying line while cyclically changing an imparting amount; and a polymer moving means 12 for making a gas pass through the fiber assembly 10 to which the high absorbing polymer is imparted and moving the high absorbing polymer into the fiber assembly 10 by the passing force of the gas.
